Cleveland, NC to get Peacock Mural - Town Board Meeting August 2022
Members of town board approved a new alternate to the town zoning board, John Brown, who was the only applicant. Brown is the son of Jim Brown who is currently on the zoning board.
Peacock Mural on Depot St.
The board voted to spend $2496 for a wall mural on the old Moore Store building on Depot St which is owned by Commissioner Richard Taylor. The contracted artist is Jenny M. Booe who is the niece of Gabriel. The proposed sketches were of peacock wings. Mayor Pat Phifer said that angel wing murals have been popular destination stops for photos recently with a geocache web app. He said that a group dressed in tuxes with a horse trailer had stopped to get photos at Leo's barbershop Coca-Cola mural recently. Leo's mural is on the national app.
Phifer said that he hoped to have multiple murals. He has plans for a hot air balloon for the Mason building also on Depot St - across from the old store. He said that he would have to ask the Masons if they would like a mural first. He said there were plans to roof and paint that building, so that should be done first.
New Road Signs
Board members unanimously voted to spend $22,600 for new road signs in town, so that all the signs will match. Stop signs will be combined with street name signs. The company doing the work is Forsite.
Elimination of Road Easements
The board voted to eliminate some road easements in Cleveland. Phifer said that the easements were not right-of-ways and that they had been written in many years ago. He said that if the town wanted to put in roads along the easements, they would have to take down sheds and other structures put in by town residents and that it would be too expensive for the town to try to add roads now.
The easements eliminated are marked as Oran and West on the town map and go behind the Cleveland Lion's Club from Cemetery St. and across near Foard Street over to the pump station.
Zoning Change
Members of town board voted to change the zoning on a piece of property off Kesler Rd to agricultural as recommended by the town zoning committee at a meeting on 6-27-2022. Naga Vinicata Pullarad Maddissetti had made the request so that he could put in an organic farm.
Phifer said that the town does not have water/sewer "down there" and that the land does not perk. He said that there was not much that can be done with that land which is beside the railroad tracks.
"They will find out. That's all I can say," said Phifer.
Credit Card Limit Increase
Board members approved increasing credit limits from two thousand to three thousand for department heads. Phifer said most of that is due to the price of gas.
Flooring at Town Hall
Board members looked at bids for new flooring for town hall. They only had two bids, one from Daryl Groce and one from Empire. The bids were very far apart, so board members questioned what exactly was being quoted and if materials were industrial grade. They decided to get additional bids and clarification on the current bids. Phifer said they needed to be sure they were comparing "apples to apples."
Town Parks
Commissioner Gerald Osborne said that the Salisbury First Baptist playground equipment had been moved to Cleveland, and Taylor said that it was in storage at the town building on Cemetery St. Ray Mullis will look at the equipment and also the playground at the town park and give estimates for getting those put together and updated to meet safety codes. Osborne said that should be done soon so that pieces do not get messed up or lost.
Taylor said he was waiting on Kepley on paving work needed at the School Street Park. He wants to have the old basketball court paved over and expanded to make two courts, one for basketball and the other for pickle-ball. He said that new basketball goals were needed. He also said that a barrier is needed between parking and the swings and that the swings need to be moved to allow space for the walking path.
Taylor said that he was looking into getting the baseball field fixed up at the town park and that it should be done before the walking trail which has been on hold. There are piles of asphalt in the parking lot that have been there for around two years per town hall. Those piles are supposed to be used to make the new walking trail. The baseball field improvements are now slated for completion by next year and then the walking trail.

Police Chief Jon Jessop gave his monthly report and also thanked everyone for helping out with National Night Out which was a good night for everyone.

Public Comment
Vera Avery of Cleveland was signed up for public comment. She said she would like to see residents of the town honored for contributions, past and present. She said that she attended a funeral for Arnold George recently and that he had done a lot for society. George grew up in Cleveland and went on to be a professor at NC Central where he founded the jazz center.
Phifer said that he thought that honoring residents and history were important. He hopes to have information about important residents on the web page and linked to the quilt decorations around town. He hopes residents will toss out names of people in town who should be honored.
Town Employees
The new hire in maintenance started this week, and Finance Officer Rebekah Brown had her six month review in closed session with an approval and five percent pay raise.
Coming Up
Phifer said that nine companies were looking at the Brown property near Freightliner which is the most interest in that land and that the town sewer expansion should take that into account.
Community Reminder
August 27 is the monthly Dancing on Depot event. This month will be a community day with Mountain Highway (bluegrass/gospel) and local groups. There are seven bands total at this time and several local groups selling food at the the event which starts at 1 pm and runs all evening.
